- In a large mixing bowl, blend the ground beef, chopped parsley, beaten egg, grated parmesan, minced garlic, salt, pepper, milk, and oregano until well-mixed. Form into meatballs, about 1-2 inches in diameter.
- Heat a large pot over medium heat and sauté the chopped onion and green bell pepper until soft and fragrant, about 4-5 minutes.
- Sprinkle in the roux and cook for a few minutes, stirring constantly to combine.
- Gently pour in the beef broth and bring the mixture to a boil.
- Add the diced red potatoes and drained sliced carrots. Season with salt, pepper, and Tabasco to taste.
- Carefully place the meatballs into the bubbling stew. Lower the heat, cover, and let it simmer for about 20-25 minutes.
- Spoon the stew over cooked white rice and garnish with chopped parsley.
