- Brown the ground beef in a skillet over medium heat until fully cooked and no longer pink. Drain excess grease.
- Transfer the cooked beef to the slow cooker. Add matchstick carrots, sliced bell pepper, and chopped scallions.
- In a bowl, whisk together minced garlic, low sodium soy sauce, brown sugar, and stock. Pour over the beef mixture.
- Cover and cook on low for 4 to 6 hours.
- About 30 minutes before serving, add dry ramen noodles to the slow cooker and cook until tender.
- Serve hot with optional sesame seeds and extra scallions.
