Preparation
- In a skillet, warm up vegetable oil over medium heat. Add minced garlic and shallots, sautéing until fragrant, about 1 minute.
- Add the ground beef, breaking it apart with a spatula, and cook until browned.
- Incorporate soy sauce, oyster sauce, brown sugar, and chili flakes into the browned beef. Simmer for about 3 minutes.
- Mix in lime juice and chopped Thai basil, stirring everything together and allowing it to cool slightly.
- Prepare a rolling area with a bowl of warm water and the filling ingredients laid out.
- Submerge one rice paper wrapper in warm water for 5-10 seconds until pliable.
- Lay the softened rice paper flat and scoop a portion of the beef mixture along the bottom edge.
- Fold the bottom over the filling, tuck in the sides, and roll it up tightly.
- Continue with the remaining wrappers and filling. Serve the rolls cut in half.
